I'm not quite sure how you can check.

But if you're running through a cable modem, DSL, etc. where the connection is constant, chances are you have a static IP address. If you're connecting to the internet through dial-up or your computer isn't constantly connected to the internet, chances are you have a dynamic IP address.

What Does THIS Button Do?
